Manzhouli's cross-border e-commerce export industry has surged dramatically this year, becoming a powerful driver of trade growth at the border port. According to statistics from the local commerce bureau, exports from January to August reached 5.456 billion yuan, a staggering 1373% year-on-year increase, with volumes nearly five times the total for all of 2025.

The sector has transitioned from initial exploration to rapid acceleration since the first 9610 cross-border e-commerce export order landed in March 2025, following last year's full-year total of 1.148 billion yuan. Leveraging five major open platforms, including the comprehensive bonded zone, cross-border e-commerce pilot zone, and the Manzhouli area of the pilot free trade zone, the city continues to unlock institutional openness dividends that strengthen the industry's foundation for expansion.

With a trilateral cross-border logistics system combining road, rail, and air transport, Manzhouli's role as a goods distribution hub is increasingly prominent. The port now aggregates high-quality supplies from across China, including digital products from Shenzhen, apparel from Guangzhou, and small commodities from Jiangsu and Zhejiang, efficiently reaching markets throughout Russia. Currently, 53 enterprises are registered on the public service platform for cross-border e-commerce, with four supervision sites operational and three under construction, forming a comprehensive, three-dimensional industrial development system.

Local commerce authorities have collaborated with customs and border inspection units to implement "embedded supervision," reducing single-vehicle transfer time from 4 hours to 1 hour and cutting overall logistics time by 36 hours. The "advance declaration plus site transfer plus cross-border linkage" supervision model, alongside a 7×24-hour reservation-based customs clearance mechanism, enables rapid inspection and efficient clearance of goods.

The city has also refined enterprise services by inviting Russian e-commerce teams to provide practical training, handling full-process business registration procedures on behalf of companies, and conducting targeted investment promotion in the Yangtze River Delta and Pearl River Delta regions. These efforts aim to attract leading enterprises and reduce operational costs, continuously improving the business environment for cross-border e-commerce.

Looking ahead, Manzhouli plans to further leverage the free trade zone's opening-up advantages, deepen the "cross-border e-commerce plus border warehouse" model, strengthen e-commerce cooperation with Russia, improve port support services, and aggregate high-quality industrial resources to sustain new momentum for high-quality foreign trade development at the port.
