The Zhenyuan County Forestry and Grassland Bureau is intensifying efforts to implement the central authorities' strategic decisions on deepening the special campaign against organized crime. To address pressing public concerns regarding illegal and mafia-related activities and to rectify industry malpractices that breed such criminal behavior, we are now publicly soliciting information on these issues within the forestry and grassland sector. The details are as follows:

Reporting Period

This notice is effective from the date of publication until June 30, 2027.

Scope of Information Sought

(1) Illegal Activities in Land and Resource Rights: Information regarding the use of force or coercion in the transfer of forest land contracting rights, forest and land ownership transactions, forest rights exchanges, or land acquisition, including forced leasing, market manipulation, bullying of locals, and encroachment on state or collective forestry resources.

(2) Unlawful Conduct in Forestry Projects and Procurement: Details on monopolizing forestry projects, bid-rigging, coercive transactions, malicious bidding in sectors like project contracting, tendering, and material procurement, which undermine standard market operations.

(3) Fraud in Benefit Distribution Policies: Cases involving false declarations, fraudulent claims, or embezzlement of funds meant for public benefit programs such as natural forest protection, the Grain-for-Green project, public welfare forest compensation, and subsidies for ecological rangers, thereby harming the interests of the people.

(4) Bullying in Business Operations: Instances of bullying, market domination, extortion, or disruption of normal operations in areas such as wildlife farming, timber harvesting, wood transportation and sales, and seedling cultivation and supply.

(5) Damage to Ecological Resources: Information on the illegal occupation of public welfare or natural forests, unauthorized or excessive logging, illegal mining or quarrying, and unlawful land reclamation that damages forest and grassland ecosystems.

(6) Complicity and Protection: Leads concerning individuals or entities that shield, protect, or collude with criminal groups operating in the forestry and grassland sector.

(7) Other Related Offenses: Any other illegal or mafia-related activities that threaten public security in forest areas, disrupt normal forestry production, or harm the lawful rights of forest farmers.

Access it by searching "12337" online or by clicking links on the China Chang'an Network or the Central Political and Legal Affairs Commission's WeChat account. Submit the required information, and the National Office against Organized Crime will process it in real-time.

Reporting Instructions

(1) Recommended Approach: Reporters are encouraged to report with their real names, either in person, by phone, or by mail. (2) Accountability for False Reports: All information provided must be truthful. Fabricating facts, exaggerating claims, or using this channel to falsely accuse others will be subject to legal prosecution.
