Four government bodies—the Ministry of Finance, the Ministry of Agriculture and Rural Affairs, the National Financial Regulatory Administration, and the National Forestry and Grassland Administration—have jointly issued an implementation plan to accelerate the high-quality development of agricultural insurance, as reported on September 11.

The plan emphasizes enhancing risk protection for crop farming by strengthening coverage for major bulk commodities such as staple grains, cotton, oilseeds, sugar crops, and rubber. It also seeks to improve the balance of agricultural insurance development across different regions and refine the premium subsidy-sharing mechanism below the provincial level.

To ease financial burdens on major grain-producing counties, the plan calls for gradually reducing the county-level premium subsidy ratio they bear. Additionally, it aims to expand the insured area for full-cost insurance and planting income insurance covering rice, wheat, corn, and soybeans.

Support will also be broadened for other crops, including potatoes, rapeseed, peanuts, sugar beets, and highland barley, as well as for insurance covering the production of rice, wheat, and corn seeds.
