According to an announcement from the Henan Provincial Department of Finance on September 7, the province is set to issue its 2026 General Bonds (Tranche 11) and Special Bonds (Tranches 62-63). The planned total issuance amount for these bonds is RMB 8.918 billion, structured as book-entry fixed-rate coupon bonds.
The issuance comprises two components: RMB 2.468 billion in 7-year refinancing general bonds and RMB 6.45 billion in 10-year refinancing special bonds. The bidding process is scheduled for September 14, with interest accrual commencing on September 15.
Regarding fund allocation, the 2026 Refinancing General Bonds (Tranche 8) through 2026 General Bonds (Tranche 11) will be used to repay part of the principal of the 2016 General Bonds (Tranche 16). Meanwhile, the 2026 Refinancing Special Bonds (Tranche 22) through 2026 Special Bonds (Tranche 62) will repay part of the principal of the 2016 Special Bonds (Tranche 12).
Additionally, the 2026 Refinancing Special Bonds (Tranche 23) through 2026 Special Bonds (Tranche 63) are designated to repay part of the principal of the 2021 Shantytown Renovation Special Bonds (Tranche 12) under the 2021 Special Bonds (Tranche 51).
