In recent years, the district has diligently implemented national, provincial, and municipal strategies for nurturing specialized and innovative enterprises. By firmly advancing an "industry-strengthening district" approach, it follows a clear progression: helping smaller firms reach scale-up status, guiding scaled firms toward 100-million-yuan revenue milestones, encouraging those firms to attain specialized and innovative recognition, and finally supporting them in becoming single-item champions. Through systematic planning, targeted policies, and continuous effort, these SMEs are assuming leading roles in their niche sectors. This has yielded remarkable outcomes in building a strong enterprise echelon and injecting substantial momentum into the district's high-quality industrial growth.

Building a "Wild Geese Formation" for Industrial Development through Tiered Nurturing

Stepping into the production facility of Jiangsu Pacific Precision Forging Co., Ltd., rows of automated assembly lines operate at full speed. The company's flagship product—electronic differential lock components—commands a market share that ranks among the global top. Pacific Precision Forging is drawing attention, yet it is far from alone in Jiangyan. Shuangdeng Group excels in telecommunications backup power supplies, Jolywood (Taizhou) Solar Technology Co., Ltd. produces N-type monocrystalline bifacial modules, and Wuxing Technology specializes in flexible hoses for shale oil and gas extraction. Together, these four manufacturing single-item champions hold significant sway in their respective fields.

Sun Dan, Director of the Jiangyan District Bureau of Industry and Information Technology, notes that "a single flower does not make spring; a hundred flowers in bloom bring spring to the garden." He explains that the district treats the cultivation of specialized and innovative enterprises as an ongoing mission. Each year, based on core indicators such as operating revenue, net profit margin, R&D spending ratio, technical upgrading projects, and market share, the district selects businesses with strong innovation capacity and healthy growth prospects for its incubation pool. These companies receive focused tracking, specialized guidance, and tailored policies, creating a virtuous cycle of "reserving, nurturing, and certifying." The district currently counts 383 innovative SMEs. In 2025 alone, it newly certified 82 provincial-level specialized and innovative SMEs, the highest annual increase in the city. Additionally, it has cultivated three provincial-level manufacturing leading enterprises, also the most in the city.

Empowering Innovation with Supportive Policies

Seizing the national opportunity to support high-quality development among "little giant" enterprises, and aligning with the central government's "Three New, One Strong" special funding directions—covering new technologies, new products, new models, and industrial chain reinforcement—the Jiangyan District Bureau of Industry and Information Technology has proactively identified and screened candidate companies. Through precise matchmaking and mentoring, it helps secure central policy resources, assisting eligible "little giants" in applying for key national financial projects. Seven companies, including Shenwang Steel Cable, Yadian Technology, and Zhenhua Haike, have been selected for the national key support list for specialized "little giant" enterprises, receiving special funding that bolsters their capabilities in critical supply chain components.

Wuxing Technology exemplifies how policy support drives transformation. Leveraging central special funds, the company focused on application scenarios like shale oil and gas extraction and trenchless urban pipeline rehabilitation. It concentrated its R&D efforts on specialty pipe materials, structures, processes, and equipment, overcoming several technical hurdles. As a result, the pressure resistance, corrosion resistance, and temperature tolerance of its products have improved substantially. Its composite hose for transporting shale gas fracturing flowback fluid has achieved internationally advanced performance, driving technological upgrades in the oil and gas extraction industry.

Jiangyan has also guided financial institutions to introduce tailored support measures, such as the "Specialized and Innovative Enterprise Loan." Bank of Nanjing and Bank of Communications, for example, offer collateral-free and guarantor-free loans under 10 million yuan to these enterprises, while Guoxin Guarantee Company waives guarantee fees for specialized SMEs above the municipal level. In 2025, total disbursements under this loan program reached 323 million yuan districtwide.

Streamlining Application Support Through Dedicated Services

"With this handbook in hand, applications are worry-free." This sentiment is shared by many scaled industrial enterprises in Jiangyan. The district consolidated support projects from multiple departments, including industry and technology authorities, into a 69-point application checklist. It specified deadlines, channels, responsible departments, and contact personnel, packaged them into an industrial project application calendar, and had enterprise service specialists deliver it door-to-door. In March of this year, the district's Industry and Information Technology Bureau hosted a dedicated on-site guidance session for new applicants and those renewing their "little giant" status. The session helped companies standardize data reporting, refine application materials, and address application bottlenecks point by point, leading to a marked improvement in submission quality.

Looking ahead, Sun Dan affirmed that Jiangyan will continue treating specialized and innovative enterprise cultivation as a cornerstone of high-quality industrial development. Plans include refining policy supply, improving the innovation and financing evaluation system for SMEs, deepening tiered cultivation with more granular pathways, deploying experts to provide on-site guidance, optimizing the business environment under the 5.0 policy framework, and amplifying the visibility of successful specialized enterprises within the district.
