Shanghai Plans Tiered 'Shanghai Price' Framework and Expanded OTC Commodity Derivatives in 15th Five-Year Period

During a press conference held by the Shanghai municipal government on September 3, Deputy Secretary-General Zhu Min outlined the city's strategic direction for the upcoming 15th Five-Year Plan period, emphasizing the reinforcement of key functions such as transaction pricing, transit distribution, and risk management. The initiative aims to establish a tiered "Shanghai Price" framework by targeting advantageous categories like iron ore and copper, emerging sectors including liquefied natural gas, electricity, and computing power, as well as potential growth areas such as hydrogen-based new energy sources.

The plan calls for deepening the integration of futures and spot markets, with a focus on expanding the applicable categories for bonded warehouse receipt pledges. This includes enhancing the pledge functionality of standard warehouse receipt transactions to bolster liquidity and utility. Additionally, the supply of over-the-counter commodity derivatives will be enriched to provide more diverse risk management tools for market participants.

Accelerating the internationalization of futures and options remains a priority, with efforts to open more trading varieties to global investors. The initiative leverages the "Credit Trade Chain" as a key mechanism to cultivate a trusted commodity trading ecosystem, thereby elevating the global influence and recognition of the "Shanghai Price" in international markets.
